Parents with disabled children may need all of these things from time-to-time. &lt;/P>&lt;P ALIGN=&quot;LEFT&quot;>&lt;/P>&lt;P ALIGN=&quot;LEFT&quot;>Parent Partnerships have been set up by government. All local authorities have a duty to provide them. Some councils buy-in a service from an independent provider and other councils employ their own staff to deliver it. To the best of my knowledge advocacy is not part of what they offer; they do, however, provide information, support and advice which is a bit different from advocacy. Partnerships provide parents with information about how to understand and how to use the SEN Code-of-Practice and the Disability Discrimination law. &lt;/P>&lt;P ALIGN=&quot;LEFT&quot;>&lt;/P>&lt;P ALIGN=&quot;LEFT&quot;>There is also an independent organisation called IPSEA that provides a helpline, advice and trainingg for parents on SEN and Disability Discrimination.&lt;/P>&lt;P ALIGN=&quot;LEFT&quot;>&lt;/P>&lt;P ALIGN=&quot;LEFT&quot;>Partners in Policymaking provide parents with training on how to use a Person Centred Planning process with their families, with their children and with service providers. The Chair and Chief Executive of Sefton Primary Care Trust are keen to meet with local community stakeholders to discuss any health-related issues of local concern or interest.  To this end they are holding an informal meeting on Thursday 27th March 2008 from 12.15pm to 1.15pm, prior to our Board meeting.  It will take place at the Family Life Centre, Ash Street, Southport. This has included lobbying on the Children and Young Person&amp;apos;s Bill, which this proposed new duty would amend.&lt;/P>&lt;P ALIGN=&quot;LEFT&quot;>&lt;/P>&lt;P ALIGN=&quot;LEFT&quot;>The amendment would for the first time create a duty on local authorities to provide short breaks. They live in hospitals, special schools and residential homes, often miles away from home. Complex disabilities can mean they have serious difficulty communicating. An entire day was dedicated to parents who delivered a training programme for professionals to enable them to develop their knowledge and skills for “Effective Communication and Engagement with families”. The Commission wants to know from anyone who has used human rights arguments to challenge the way they were treated by a public service.
